Now for the critique:
1. I'm not sure what program you're using for this, but the colors look very flat. It looks very standard MS Paint, and I don't think that's the look you're going for. Experiment with shading some more.
2. I can tell that you're wanting her to be very feminine by the way you have drawn her cheekbones, but you may want to round them out. The way her cheekbokes are jutting out makes her look somewhat masculine. You should also raise up her chin, because it shouldn't blend into neck the way it is.
All in all, I would definitely like to see the finished product. Have fun with her, and keep up the good work.
